VIC State Coronavirus Road to Recovery

Many from the regional areas of Victoria (including yours truly) are excited for the local government's update about the status of coronavirus cases around Victoria, and other states in Australia. Numbers are significantly dropped during the first lockdown, and many people from regional areas especially here in Gippsland are rejoicing for the success of the initiative.

We are very grateful to all our front liners, local government health officials, and of course, every people in the regional areas of Victoria, who took part in the restrictions, followed the rules, and just stayed home.

Now that we enjoy the beautiful Spring season, we are also enjoying the easing of restriction here in regional Victoria. Our state leader Mr. Andrews announced the 3rd Step of the Coronavirus Road to Recovery Program, which gives partial easing of restrictions following specific updated guidelines.
And yes, Gippslanders – we can travel again!



But let’s not go crazy, and still follow these updated guidelines below.

Third Step restrictions are in place in Regional Victoria

The Third Step commenced in Regional Victoria at 11.59pm on 16 September.
These restrictions only apply to Regional Victoria. For the current restrictions in Metropolitan Melbourne, visit the Coronavirus (COVID-19) reopening roadmap: Metro Melbourne. 


What does this mean I can do?
There are no restrictions on the reasons to leave home

Stay safe as restrictions ease by washing your hands regularly, wearing a face-covering when you leave home, coughing and sneezing into your elbow, and keeping at least 1.5 meters from others.

Keep your friends and family safe by meeting outdoors. There is a lower risk of spreading coronavirus (COVID-19) between people if you are outdoors. Groups of up to ten people will be able to meet outdoors.

Restrictions are easing to allow for cafes, restaurants, beauty and personal care, and some outdoor entertainment venues to open. Restaurants will open in a predominantly outdoor capacity, with a group limit of 10 people, and density limits

You must not travel to Metropolitan Melbourne except for permitted work purposes, care, and compassionate reasons or shopping for food and supplies, if necessary.

Face coverings must be worn by all Victorians when they leave home unless they have a lawful exception.

If you have symptoms of coronavirus (COVID-19) get tested and stay home. Stay at home if you feel unwell

Travel - Regional Victoria - Third Step

From 11:59pm on Wednesday 16 September, Third Step restrictions apply if you live in regional Victoria:

* There are no restrictions on reasons to leave home or the distance you can travel and go on holiday across regional Victoria.

*You can go on holiday to regional Victoria.

*You can book accommodation with the people you live with, your intimate partner, or the household you have formed a bubble with (your household can book accommodation with up to five members of your bubble household).

*You must not travel into metropolitan Melbourne under current restrictions, except to buy necessary goods and services, for care and compassionate reasons or permitted work or education. While in metropolitan Melbourne you must comply with the metropolitan Melbourne restrictions.

*Travelling interstate is not recommended.

* IF you live in regional Victoria, you can go skiing or visit your vacation homes in regional Victoria.

* IF you are a volunteer from another Australian state, you can travel to Victoria. Victoria does not currently have any restrictions in place for volunteers entering from another Australian state or territory, however, you will need to adhere to any directions in place for your home state on return.
If you are entering Victoria from another Australian state or territory, you do not have to quarantine after entering Victoria

* Driving lesson is allowed, with a driving instructor or a member of your household. You must wear a face covering, and so must the instructor.

* Camping is also allowed. You can camp with the people you live with, your intimate partner, or the household you have formed a bubble with (your household can book campsites with up to five members of your bubble household).

* You can only camp on private property if you are part of the household bubble with the people who live on the property.

What are the penalties for non-compliance?
Victoria Police can issue on the spot fines of up to AUD$1,652 for individuals and up to AUD$9,913 for businesses for:

refusing or failing to comply with the emergency directions
refusing or failing to comply with a public health risk power direction
refusing or failing to comply with the Public Health Directions to provide information.

Fines of up to $20,000 for individuals and $100,000 for businesses are possible through the court system. Individuals who do not wear a face covering and do not have a lawful reason can be fined $200.

  1. Some interesting insights and guidelines for all of us who are facing the outbreak right now. Sadly that we are kind of putting ourselves in a loop and I hope the shut down and social distancing will finally take effect

    1. WE found ways to keep ourselves entertained, and learn so much by just indoors, and maybe we are just happened to be lucky that we are in a regional area, and not in very crowded CBD.

  3. The USA has eased restrictions, but I still don't go anywhere. Not enough has been done to really crack down, and so many people still don't wear masks. It's ridiculous.

    1. I understand that wearing mask is indeed quite an inconvenience. But we have to wear it when we are in the public places. It is our only contribution to help lower the cases.

  4. Glad to hear the restrictions are loosening. We still have a few here where I live, but they seem to be loosening each month as well. Of course everyone here is still supposed to wear a mask and social distance.

    1. That's true! Before, only in Tokyo is the city where wearing a mask in public is normal either you are sick, or just a fashion style! Now, it is everywhere!

  9. I live in Los Angeles and it sounds like our situations are pretty similar. What I find is happening though is people are getting quarantine fatigue and being more careless

    1. Thanks Natalie! Living in a country has also the advantage (I just realized it recently) coz we don't have too much pressure and stress. And I think even we are back to normal, I still want to live in the country, and have an occasional drive to the city.

  13. I'm very happy to hear that restrictions are lightening up over there! We have the ability leave home with masks on. But mostly stay home anyway. All our travel plans have been canceled.

  14. This is good that the state is now slowly opening up to local travel. Situation is similar here in Belgium too. We are allowed to travel well within the country but with all precautions in place incl. face masks. Good to know that you can even go for skiing & camping. After all the lockdown, going camping would be awesome.

  17. It is difficult to travel in times of a pandemic. There are so many restrictions and limitations that sometimes it seems that traveling during an epidemic is more stressful than relaxing. So, it's good to focus on local travel. Your post has some great tips. It's great that you can go on holiday to regional Victoria. I hope the pandemic will end soon, and I will visit Australia, which is on my dream list.

    1. I guess we are just blessed that Australia is a huge whole island and can be traveled locally via land. We Victorians are hoping that the restrictions with other states will be over, so that we can also visit them. If the travel bubble between New Zealand and Oceana countries will push through then that will be awesome (but this is seen to be realized by 2nd quarter of 2021).

  18. Yes local travels are on rise now. I have not ventured into it yet, but we have plans. Following the guidelines and rules are now important, our life has truly changed.

  19. Happy to hear that Australia has already started easing up a bit. It can only mean that the number of cases are slowing down. Same here in the Philippines. Life must go on. And so we have to move forward but at least have the minimum acceptable health protocols in place.

Although these restrictions are unnerving and I feel sooo trapped, Europe is a good example how important they are: There were some countries that opened really soon and immediately dropped any sort of precaution. Now, they are hit even harder. So we have to learn to move carefully and obey the - unnerving - rules.

    1. I agree. Sometimes we fell trapped but there is nothing we can do but to follow the rules, and have more patience. Until such time we got a vaccine for this virus, then we can all celebrate, and have vaccines a must-have.

  22. Always interesting to read about the recovery process and timeline in other countries. It was great here at home in Canada when we could start to travel - safely - to local spots. There are still restrictions about going to other provinces. And if you leave the country you need to quarantine when you come back. Unfortunately, as things opened up in Canada, people forgot all about safe practices and our numbers are increasing again. So it looks like tighter restrictions are coming back. I hope the people in your area are smarter when they get some of the restrictions lifted.

    1. Glad that Canada is doing well. It is sad that there are still many people who forgot to be mindful about the restrictions. Here in Australia, citizens are not allowed to travel overseas so that saves a big part, and incoming travelers must undergo a 14-day quarantine period in govt's accredited quarantine hotels (but on traveler's expense a total of $3000 roughly).

  23. Happy to know that the numbers in your area has significantly dropped. I know how much this means for the people to be able to go out again and enjoy the fresh air. It's good that they allowed camping again and they considered the household bubble.

    Hoping that everyone follows the restrictions. With the hefty fines, I believe most people would.

  24. It's so good to hear that things are improving at your end and restrictions are slowly being lifted.Hopefully in our country too soon we would witness the number of patients coming down although at present numbers are still rising with more tests being done on a daily basis.

Thank you for putting such detailed post that will help everyone traveling there. It is important to follow all guidelines at the same time have the courage to travel. If people have clarity and connectivity they s=will travel and agree with you that each one of us need to take that responsibility of breaking the chain.
